Is AT&T a problem?

From what I have heard, AT&T is becoming, or has become, a problem to the people in Dixon and companies doing business in Dixon. Some of the comments/complaints:

• AT&T cannot remove the noise on my phone line
• AT&T said the line test did not note any problems
• It took AT&T three months to fix the noise on my phone line
• My DSL does not stay connected but when I changed to AT&T Yahoo the problem went away
• Other Internet Service Providers (ISP) do not want to provide service due to the poor phone lines in Dixon
• ISP's cannot get AT&T to fix the phone line complaints in Dixon
• I had to switch to cable for better phone and internet service
• I signed up with a local ISP and AT&T switched me to their service

What I would like to do is gather as much background, as to the above, as possible from Dixon users and ISP's doing business in Dixon and send a complain and request for action to the California Public Utilities Commission. I would do this by making a request to the Dixon City Council that our action would be a resolution of "findings" by the council.

Please send me as much detailed information of your experience with AT&T, even if the problem was corrected - how long did it take and what was the cause.
